    I was very pleased to see the turn-out at the rally in Olympia last Friday. But Monday’s turn-out in Richmond, Virginia set a record for public, overt, armed support of the Second Amendment.  VirginiaState Police say more than 22,000 participants showed up, many of them from other heavily-populated eastern seaboard state.  While no one inside the fenced “secure” area was armed, thousand of citizens on the public areas outside were, with everything from concealed carry handguns to every kind of “assault weapon” available – including one guy with a .50 caliber “sniper rifle.”  In reaction, the Virginia legislature the next day passed a “red flag” protective order bill out of committee and they are planning to repeal The Old Dominion state’s CPL reciprocity law.  The main point is that despite the hysteria generated by Governor “wet panties” Northam and the media, not a shot was fired.  One arrest – of a woman violating the “no masks” order, probably Miss Antifa.

    I mentioned previously that bills that did not pass out of the legislature during last year’s session were still available for action.  Well, on Tuesday the House Rules Committee pulled HB 1010 (Senn D-41, WSP destruction of seized/forfeited firearms) and sent it to the House floor for a vote.  Yesterday, the House passed it on a pretty much straight party-line vote.  That side-steps half of the process in getting a bill passed.  It now goes to Senate Law & Justice for their action.  Keep in mind there are more than a dozen other “last year’s” bills they could do this with, avoiding public hearings until they get to the other side.  It’s basically a fast-track for bills, good or bad.  Don’t count on good (pro-gun) bills being fast-tracked!.

    According to information that we have not been able to confirm at this time, a temporary injunction blocking release of the names and addresses of those who turned in bump stocks to the Washington State Patrol has been imposed by a Washington judge. It’s 0400 here in Indianapolis, where I am attending the NRA convention, and 0200 in Washington, so bear with me please.

    Last week we reported that a public records request had been submitted to the Washington State Patrol asking for the names and addresses of all of the individuals who turned in “bump stocks” and were compensated by the state. Under the current Public Records Act (RCW 42.56), this information MUST be released.

    An emergency bill has been filed in Olympia to block this action for purposes of public safety.             The bill is HB 2182, was filed by Representatives Shea, Klippert, Boehnke, Kretz, Dufault, Walsh, Orcutt, Young. More than 25 years ago the Washington legislature followed the lead of several other states and restricted access to public records concerning concealed pistol licenses. Why give burglars a heads up of where to go “shopping,” or anti-gun activists the opportunity to publish lists of CPL holders as some have done in other states?

    Again, a reasonable assumption can be made if an individual had a bump stock, he or she also posses a firearm suitable for use with such a device. For those liberals who think this is a reasonable measure, ask them how they would feel about a public records release of the names of all women who received an abortion using public funding as is done in Washington under MEDICAID. Try that and watch the liberal rockets being fired!

    YOU MUST TAKE IMMEDIATE ACTION TODAY IF THIS BILL IS TO MOVE. Again, the bill is HB 2182. It is imperative you contact YOUR state legislators today and ask them to support the bill. Your legislator is a liberal? Use the abortion example I cited above as an argument.

    Contact information for your legislators may be found at https://app.leg.wa.gov/DistrictFinder/   When you insert your address, a box will pop up with links to your state Senator and two state Representatives. Or you can do it the old fashioned way and look in the “blue” Government pages in your telephone directory.

    Timing is critical. One report indicates the WSP intends to release the information as wearly as tomorrow, Friday, even before the mandatory release deadline.

    Will Democrat leadership in both the House and Senate act, and will Governor Inslee sign an emergency bill?

    Well, you’re going to love this.  I have been using the “Bills by Topic” page to track firearm bills for GOAL Post.  I just learned that page runs about a week late.  So much for automation.  A quick search of introductions, cross-referencing by RCW, reveals at least a dozen more firearm related bills or bills that touch on RCW 9.41.  I’ll be working the weekend to update this.

    What appears below is correct… as far as it goes.

    Several months ago the GOAL Post e-mail list ws hacked.  Since then, I have received a couple of solicitations citing a voucher and asking for money.  Other people on the list have informed me that they have received similar messages.  IGNORE THEM.  It’s a scam  Do not open the “voucher” attached to the message. 

    Six new gun bills filed this week, again all in the House.  HB 1439 by Rep. Beth Doglio (D-22) prohibits a person from carrying a licensed concealed firearm into another’s residence without EXPRESS PERMISSION of the homeowner.  HB 1464, by Rep. Roger Goodman (D-45), makes the Washington State Patrol the background check agent for initial issue of concealed pistol licenses.  HB 1465, also by Goodman, removes the waiting period waiver for CPL holders when picking up a handgun.  Clearly, a CPL holder already been subjected to a more comprehensive background check than a non-CPL-holding purchaser.  HB  1649, by Rep. Robert Sutherland (R-39), exempts CPL holders from background checks upon firearm transfer.  HB 1739, by Rep. Javier Valdez (D-46), again addresses undetectable/untraceable firearms.  HB 1786, by Rep. Laurie Jinkins (D-27) is a rewrite of the procedures to be used in seizing firearms from those subject to a protective order.

    Again, each of these in and of itself doesn’t sound that extreme.  But it DOES act to impose another hurdle to exercise of what should be a near absolute right, and discourage gun ownership and/or carry.

    Public hearings were conducted on six gun bills, HBs 1315, 1319 and 1346, and on SBs 5150, 5181 and 5205.  I was not able to monitor the hearings, but all are available on TVWashington in their archive section.  Many hearings are aired live, especially when they cover controversial topics.  All hearings are typically available in archives a few hours after the end of the hearing.  You can search for specific committee hearings (i.e. Senate Law & Justice Committee, House Civil Rights and Judiciary Committee, etc) at https://www.tvw.org/archives/ and type in the committee name in the “search” box.

    A few bills passed out of their policy committee and sit in their respective Rules committee awaiting a floor vote.  HBs 1068 (magazine ban) and 1225 (firearms/domestic violence) are in House Rules.  SB 5202 is in Senate Rules.  SB 5181 was sent to Senate Ways & Means for fiscal action.

    A public hearing is scheduled next week on HB 1381 (use of UAVs to deliver contraband) in the House Public Safety Committee at 1:30 p.m. on Tuesday, 5 February.  A hearing will be held on 8 February, in House Civil Rights & Judiciary, on HB 1786 (seizure of firearms).

    (Note that all public hearings carry the annotation “subject to change.”  Before you drive to Olympia, check to see if the hearing is still on.  90+% of the time they are.  Keep in mind, too, that just because a bill hasn’t yet been scheduled for a public hearing, it’s still early days.  We’re only three weeks into the 2019 session.  They’re still filing dozens of bills every day.  They have until 22 February to pass original bills out of committee.  That’s three more weeks in which a lot of damage can be done.)

    They’re getting bolder.  In line 5 of RCW 9.41.070 (CPL law), current law clearly states – and has for several decades – “the applicant’s constitutional right to bear arms shall not be denied, unless…”   Concealed carry with a CPL was clearly tied to Article 1, Section 24 of the state constitution.  The language of HB 1315 eliminates that phrase.  So apparently Rep. John Lovick and the bill’s other 11 co-sponsors don’t believe concealed carry is a constitutional right.  What other parts of the constitution do they find inconvenient?  You know, the constitution they swore an oath to uphold.  A public hearing will be held on HB 1315 on Tuesday, 5 February.

    It appears a little grassroots revolution may be brewing in some Washington counties.  Six or more Washington county councils and/or county sheriffs have gone on record saying they believe portions of I-1639 are clearly unconstitutional or unenforceable and will not be enforced within their jurisdictions.  I’m not going to name the counties, suffice it to say they’re not in or around Puget Sound, but they are on BOTH sides of the Cascades.  These were all public statements to the best of my knowledge so a good Google search should reveal all.  Several law enforcement groups came out last fall in opposition to I-1639, but their objections apparent fell on deaf ears.

    It’s over!  The fat lady has done her part and has waddled off the stage, and our legislators are packing up and heading home from Olympia.  At this point there is no talk of the need for a special session, unlike the three special sessions we had last year.  .

    The 2017-2018 biennium set a record for the number of gun related bills filed: 48, 25 anti-, 20 pro- and three neutral.  But as foretold in the Book of Matthew, “Many are called but few are chosen.”  Only four of the 48 managed to make it to the governor’s desk:  None of the pro-gun bills made the cut in the Democrat-dominated legislature, surprise, surprise.  HB 2519 and SBs 5553, 5992 and 6248 were the chosen few.  SB 6620, the last minute “assault weapon” bill, failed to get a vote on the last day of the session (given the time allowed, it was unlikely to pass the House anyway).         WHAT DO POLICE OFFICERS THINK?

    Bills continue to move as the session winds down.  SB 5992 (bump stock ban) has been sent to Governor Inslee for his signature.  HBs 2363 (drone delivery of contraband) and 2519 (return of CPLs) still await a floor vote.  SBs 5553 (suicidal, waiver of rights) and 6298 (DV harassment firearm ban) were both amended in the House and thus require a concurrence vote by the Senate.  HB 3004 (school safety/semi-auto rifles) was assigned to House Judiciary, where it sits without action.

    The biggest news this week is that SB 6620, the newly-filed “School security and safety of students” bill, was significantly amended in the Senate Ways & Means committee before passing out to Senate Rules for a floor vote yesterday.  Shotguns were completely removed from the bill, All reference to “tactical features” for semi-auto rifles was removed – meaning it now applies to ALL semi-auto rifles, even your 10-22.  It grandfathers existing legal possession, meaning 18-20 year olds that currently possess semi-auto rifle(s) may keep them.  The requirement for the dealer (FFL) to file a separate background check request to local law enforcement (as is done with handguns) remains, but it eliminates delivery of a copy to the Department of Licensing and prohibits DoL from entering the information into a data base.  While arguably a slight improvement in the bill, it is still an unacceptable violation of both the 2nd Amendment and Article 1, Section 24.
