By Monday, March 2nd, all bills still in committee must pass out of committee (most gun bills have already done so). By Thursday, March 6th, all bills must have passed out of their second chamber (House bills out of the Senate, Senate bills out of the House), however&#8230; bills with budget impact are exceptions, as well as bills that were amended in the second chamber and must be agreed to in the first chamber. The last week of the session is supposed to be devoted to initiatives and those bills still in conflict between the chambers. But we all know how the games are played now.<\/p>\n<p><!--more-->Midnight, Thursday, 12 March the session must end. We&#8217;re not safe until the gavel goes down some time on Thursday, 12 March when &#8220;sine die&#8221; is declared (formal adjournment).<\/p>\n<p>Several bills moved out of committee this week, some to their respective chamber Rules Committee, others to finance committees. HBs 1010 (destructions of forfeited firearms), 2305 (expands fire prohibitions w\/protection orders), 2622 (surrender of firearms on a court order), and 2623 (firearm prohibition for certain offenses) all went to the Senate Rules Committee awaiting a floor vote. SBs 5434 (day care center gun free zones), 5782 (spring-blade knives), and 6288 (creates &#8220;office of firearm violence prevention&#8221;) went to House Rules. SBs 2467 (centralized background checks) and 2555 (&#8220;other&#8221; firearm background checks) were both sent to Senate Ways &amp; Means.<\/p>\n<p>Missed one previously. SB 5782 (Zeiger R-25) takes spring-blade knives off the list of prohibited dangerous weapons and allows them with some restrictions.<\/p>\n<p>HB 2947 (magazine bill) appears to have stalled in the House Finance Committee. It remains in House Finance. Are they stalling until the 2 March committee cut-off or 6 March chamber cut-off to avoid a sh*tstorm of telephone calls and\/or e-mails from irate 2nd Amendment supporters, or do they have inside information about the possibility of an initiative later in the year?<\/p>\n<p>I removed the &#8220;dead&#8221; bills from the Bill Status list&#8230; now. It&#8217;ll be a little easier to follow. But remember, &#8220;dead&#8221; doesn&#8217;t necessarily mean &#8220;dead&#8221; under the current management.<\/p>\n<p>At this point no public hearings are scheduled for next week, however&#8230; Two bills, HBs 2467 and 2555 (both dealing with background checks) were sent to Senate Ways &amp; Means this afternoon, so they might pop up for a hearing next week. If they are, it will be listed on the &#8220;Bill Information&#8221; page under the bill number at leg.wa.gov.<\/p>\n<p>Can&#8217;t make it to Olympia?
