Bills that do not pass out of their chamber of origin by 5 p.m. are considered dead. (Always subject to extraordinary action.) Of the nearly 50 gun-related bills filed since the session began on 14 January, more than half have died. There are still just over seven weeks remaining for the 2019 regular legislative session.<\/p>\n<p><!--more-->Both Governor Inslee and Attorney General Ferguson came out this week warning both county sheriffs and federal firearms licensees to either &#8220;enforce I-1639 or face legal jeopardy.&#8221; They&#8217;re threatening to sic the State Patrol on violators. The initiative is still tied up in federal court. You can read the entire article here: https:\/\/www.seattletimes.com\/seattle-news\/politics\/inslee-ferguson-warn-gun-dealers-to-comply-with-new-firearms-law-or-face-legal-jeopardy\/<\/p>\n<p>Several bills have already passed out of their original chamber and gone over to the other side (House bills to the Senate, Senate bills to the House), where the committee hearing process begins again. Bills that have passed include HBs 1225 (firearms\/domestic violence), 1739 (undetectable\/untraceable firearms), 1786 (seizure of firearms\/protective orders), 1934 (military CPL renewal via mail), 1949 (firearm background checks) and SBs (extreme risk protection orders under 18), 5508 (WSP background check for CPLs), 5782 (spring blade knives) and 5954 (bump stock buyback funding). I suspect votes on some of the more controversial bills (SSB 5174, HB 1465) are being held off to the Wednesday deadline. The fact that they passed out of one chamber is no guarantee that they will pass out of the second, but the bills that have passed or will pass have cleared a major hurdle.<\/p>\n<p>Most of the anti-gun bills passed on a straight party line vote, Democrats in favor, Republicans opposed.<\/p>\n<p>SB 5954, funding for the bump stock buyback, passed the Senate and was sent to the House Appropriations Committee where it was immediately pulled to Rules for a House floor vote. I&#8217;m sure there have been a few bills that moved this quickly before, but this is the first gun bill that I have seen move that fast. The state had no business banning bump stocks, but at least owners will not get stiffed without SOME compensation.<\/p>\n<p>No public hearings have been scheduled at this time for bills that have passed their original chamber, except the SB 5954 exception noted above.<\/p>\n<p>I&#8217;ve cleared the Bill Status list of those bills that have died.
