The bill was filed just before cut-off, and barring extraordinary action, will go nowhere \u2013 this year. SB 5954, by Sen. Christine Rolfes (D-23), modifies bump-stock buyback procedures.<\/p>\n<p><!--more-->The week before the committee cut-offs and the final weeks of chamber floor votes are among the most hectic of the session. Hopefully I haven&#8217;t missed anything (I don&#8217;t think I have \u2013 as one of my drill instructors told me 55 years ago, to err is human, to forgive is divine, neither of which is Marine Corps policy!)<\/p>\n<p>Today was the last day to pass bills out of their original policy committee. Theoretically, any bills left in committee are dead for the session. Theoretically. For the time being, I will carry those bills in their original committee in the Bill Status column. As this was the last week to pass bills out of their original policy committee, several; bills were voted on and passed out to their respective chamber Rules Committee. They have until March 3rd to pass the bills out of their original chamber \u2013 floor vote (House bills out of the House, Senate Bills out of the Senate). So most of the action next week will be on the House and Senate floors.<\/p>\n<p>There are currently twenty bills awaiting a floor vote, 8 in the House and 12 in the Senate. That means about half of the gun bills filed are dying. It appears that the House Civil Rights &amp; Judiciary and Senate Law &amp; Justice Committee chair elected to split up the more controversial bills, with the House addressing magazine bans, delivery of a handgun for CPL holders and undetectable firearms. The Senate moved expanded protection orders, also undetectable firearms, more magazine bans, seizure of firearms in DV incidents, mandatory CPL training and expanded gun free zones. As or if these bills pass their chamber of origin, they move over to the other side for the same process \u2013 committee hearings, votes and eventually floor votes.<\/p>\n<p>We still have time to stop bills in multiple locations \u2013 floor votes nest week, committee votes and floor votes through mid-April &#8212; provided enough gun owners get in touch with their legislators and scream loud enough.
