Michelle Caldier (R-25), allows deployed or certain other military members \u2013 active, reserve or National Guard \u2013 to renew their CPL either on-line or by mail&#8230; FOR A PERIOD OF ONE YEAR ONLY. HB 1949, by Rep. Drew Hansen (D-23), would authorize a study to determine if a single firearm background check system would benefit the state. One I missed last week is SB 5508, &#8220;clarifying&#8221; the role of the WSP in conducting CPL background checks. It is the counterpart (duplicate) bill to HB 1464. CPL background checks are currently conducted by county sheriffs or city police. While there may be advantages of uniformity and\/or efficiency to a state agency doing the checks, it also removes the process from accountability to the voters (by an elected sheriff). Until we learn more, oppose.<!--more--><\/p>\n<p>House Bills 1068 (magazine ban) and 1225 (firearms\/domestic violence) were passed out of House Civil Rights and Judiciary with substitutes (amended bills) and now sit in House Rules awaiting a floor vote. A substitute for HB 1739 was passed. HB 1739 is in Rules.<\/p>\n<p>You will see bills stacking up in the respective Rules Committees awaiting a pull to the floor for passage. This is not uncommon early in the session when the focus is on getting bills out of their policy committee. Something else to keep in mind: the committee chair has total control over which bills receive public hearings, and which bills get a vote to pass committee. As a general rule, if a committee chair wants to block a bill, it&#8217;s effectively blocked.<\/p>\n<p>(Regarding HB 1346, the lead ammo ban to protect &#8220;youth&#8221; 21 and under, maybe we should raise the voting age back to 21 as well. If 18-20 years olds can&#8217;t safely handle lead ammo, they can&#8217;t safely vote, either.)<\/p>\n<p>The number of county sheriffs who have expressed reservations about the constitutionality or enforceability of I-1639 is rising while a TNT editorial advises them to hold their horses (and enforce the law). Unfortunately it remains the law \u2013 unless the current federal lawsuit ot another suit succeeds in overturning all or part of it. But that will take months. I&#8217;ve noticed some states with the initiative process require a 60% &#8220;yes&#8221; vote for passage. Too bad Washington is not one of them. Not that a fundamental, enumerated right should be subject to any public vote, anyway. And I thought the &#8220;I was only following orders\/the law&#8221; defense went out with Nuremberg? Or could it be that, with the asaault weapon and magazine ban bills filed AFTER passage of I-1639, maybe the powers that be question the constitutionality of the initiative as well?<\/p>\n<p>Public hearings have been scheduled for four bills next week. Senate Law &amp; Justice will hear SBs 5434 (expanded gun free zones) and 5508 (WSP background checks) at 10:00 a.m. on February 11th.
