{"id":701,"date":"2018-03-09T16:30:34","date_gmt":"2018-03-10T00:30:34","guid":{"rendered":"http:\/\/wagoal.org\/wordpress\/?p=701"},"modified":"2018-03-09T16:32:38","modified_gmt":"2018-03-10T00:32:38","slug":"goal-post-2018-10-legislative-update-olympia-9-march-2018","status":"publish","type":"post","link":"https:\/\/www.wagoal.org\/wordpress\/goal-post-2018-10-legislative-update-olympia-9-march-2018\/","title":{"rendered":"GOAL Post 2018-10  Legislative Update from Olympia\u00a0 9 March 2018"},"content":{"rendered":"<p style=\"font-weight: 400;\">GOAL Post\u00a0 \u00a0 2018-10<\/p>\n<p style=\"font-weight: 400;\">Legislative Update from Olympia\u00a0 \u00a0 9 March 2018<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0SINE DIE<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a048 GUN BILLS FILED IN 2017-2018\u00a0BIENNIUM<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0GOV SIGNS BUMP STOCK BAN<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a02519, 5553 AND 6298 TO GOV<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0PHOTOS ON CPLS?<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0MISSED ONE \u2013 AMMO BAN<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0WHY ONLY FOUR BILLS PASSED<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0INITIATIVE<\/p>\n<p style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0LAST GOAL POST OF 2018 &#8212; HOPEFULLY<\/p>\n<p style=\"font-weight: 400;\">It\u2019s over!\u00a0\u00a0The fat lady has done her part and has waddled off the stage, and our legislators are packing up and heading home from Olympia.\u00a0\u00a0At this point there is no talk of the need for a special session, unlike the three special sessions we had last year.\u00a0\u00a0.<\/p>\n<p style=\"font-weight: 400;\">The 2017-2018 biennium set a record for the number of gun related bills filed: 48, 25 anti-, 20 pro- and three neutral.\u00a0\u00a0But as foretold in the Book of Matthew, \u201cMany are called but few are chosen.\u201d\u00a0\u00a0Only four of the 48 managed to make it to the governor\u2019s desk:\u00a0\u00a0None of the pro-gun bills made the cut in the Democrat-dominated legislature, surprise, surprise.\u00a0\u00a0HB 2519 and SBs 5553, 5992 and 6248 were the chosen few.\u00a0\u00a0SB 6620, the last minute \u201cassault weapon\u201d bill, failed to get a vote on the last day of the session (given the time allowed, it was unlikely to pass the House anyway).<!--more--><\/p>\n<p style=\"font-weight: 400;\">On Tuesday, 7 March, Governor Inslee signed SB 5992, the \u201cbump stock\u201d ban.\u00a0\u00a0In its final version, it only applied specifically to bump stocks and not to other \u201ctrigger devices,\u201d and allows for a one-year buy-back period to be set up by the Washington State Patrol.\u00a0\u00a0Your reward for complying with the law is $150.\u00a0\u00a0(As far as I can tell, nothing prevents you from shipping or selling them out of state, as long as the transaction occurs out-of-state).<\/p>\n<p style=\"font-weight: 400;\">HB 2519\u00a0\u00a0and SBs 5553 and 6298 sit on the governor\u2019s desk awaiting his action.\u00a0\u00a0He has three options: sign the bill(s) as is, section veto portions he doesn\u2019t like allowing the remainder to become law, or let it sit without his signature, at which point it will become law.\u00a0\u00a0Unlike the president, Washington has no provision for a \u201cpocket veto\u201d (no signature) to kill a bill.\u00a0\u00a0I expect the governor to sign all three bills, as he did SB 5992.<\/p>\n<p style=\"font-weight: 400;\">As I reported earlier, HB 2519 was amended in the House to allow issue of CPLs to current and former military members aged 18-20.\u00a0\u00a0That amendment was pulled by the Senate Law &amp; Justice committee.\u00a0\u00a0The conference committee also amended the final version of the bill added language that allows the issuing authority to require a photograph be submitted with the application, and that photograph to be embossed on the license.\u00a0\u00a0This was discussed by the Department of Licensing more than ten years ago but never implemented.\u00a0\u00a0It is solely up to the issuing authority to require it.\u00a0\u00a0Some states have photo CPLs, other do not.<\/p>\n<p style=\"font-weight: 400;\">It appears in my rush to head for Las Vegas in January for the annual Shooting, Hunting, Outdoor Trades show, I missed an anti-gun bill filed.\u00a0\u00a0HB 2805 (Rep. Pollet, D-46) would ban the sale of exposed lead projectile ammunition to those 18-20 years old.\u00a0Concerns about lead poisoning among the young, according to the bill language.\u00a0\u00a0Maybe Chicago should consider such a bill.<\/p>\n<p style=\"font-weight: 400;\">Given the fact that for the first time in several years Democrats control both the House and Senate as well as the governor\u2019s mansion, why so few anti-gun bills passed?\u00a0\u00a0One or two pro-gun Democrats in each chamber helped us, and 2018 is mid-term election year.\u00a0\u00a0Had they passed a slew of anti-gun bills, they likely would have lost perhaps several rural-area legislative seats in November.\u00a0\u00a0Expect them to come back in January, 2019 with blood in their eyes for gun owners.<\/p>\n<p style=\"font-weight: 400;\">By failing to address the \u201cassault weapon\u201d issue, it opens the door for an initiative later this year that is likely to go well beyond simple registration and\/or age limits.\u00a0\u00a0And as we\u2019ve been hearing from Florida over the past week, where the Republican-majority legislature just raised the age to buy long guns to 21 AND imposed a three-day waiting period because of the Parkland school shooting, there are far too many gun owners out there who don\u2019t like \u201cblack rifles.\u201d\u00a0\u00a0Or as we call them, Elmer Fudds, \u201cAs long as they don\u2019t come after my wabbit gun, I don\u2019t care what they do about other guns.\u201d<\/p>\n<p style=\"font-weight: 400;\">Barring a special session, this will
