{"id":695,"date":"2018-03-04T12:28:18","date_gmt":"2018-03-04T20:28:18","guid":{"rendered":"http:\/\/wagoal.org\/wordpress\/?p=695"},"modified":"2018-03-09T16:33:33","modified_gmt":"2018-03-10T00:33:33","slug":"goal-post-2018-9-legislative-update-olympia-2-march-2018","status":"publish","type":"post","link":"https:\/\/www.wagoal.org\/wordpress\/goal-post-2018-9-legislative-update-olympia-2-march-2018\/","title":{"rendered":"GOAL Post\u00a02018-9 Legislative Update from Olympia\u00a02 March 2018"},"content":{"rendered":"<p style=\"font-weight: 400;\">GOAL Post\u00a0 \u00a0 2018-9<\/p>\n<p style=\"font-weight: 400;\">Legislative Update from Olympia\u00a0 \u00a0 2 March 2018<\/p>\n<p style=\"font-weight: 400;\">\u00a0 \u00a0 BILLS MOVE<\/p>\n<p style=\"font-weight: 400;\">\u00a0 \u00a0 SIX DAYS LEFT IN REGULAR SESSION<\/p>\n<p style=\"font-weight: 400;\">\u00a0 \u00a0 RESPONSE TO FLORIDA SHOOTING<\/p>\n<p style=\"font-weight: 400;\">\u00a0 \u00a0 WHAT DO POLICE OFFICERS THINK?<\/p>\n<p style=\"font-weight: 400;\">Bills continue to move as the session winds down.\u00a0\u00a0SB 5992 (bump stock ban) has been sent to Governor Inslee for his signature.\u00a0\u00a0HBs 2363 (drone delivery of contraband) and 2519 (return of CPLs) still await a floor vote.\u00a0\u00a0SBs 5553 (suicidal, waiver of rights) and 6298 (DV harassment firearm ban) were both amended in the House and thus require a concurrence vote by the Senate.\u00a0\u00a0HB 3004 (school safety\/semi-auto rifles) was assigned to House Judiciary, where it sits without action.<\/p>\n<p style=\"font-weight: 400;\">The biggest news this week is that SB 6620, the newly-filed \u201cSchool security and safety of students\u201d bill, was significantly amended in the Senate Ways &amp; Means committee before passing out to Senate Rules for a floor vote yesterday.\u00a0\u00a0Shotguns were completely removed from the bill, All reference to \u201ctactical features\u201d for semi-auto rifles was removed \u2013 meaning it now applies to ALL semi-auto rifles, even your 10-22.\u00a0\u00a0It grandfathers existing legal possession, meaning 18-20 year olds that currently possess semi-auto rifle(s) may keep them.\u00a0\u00a0The requirement for the dealer (FFL) to file a separate background check request to local law enforcement (as is done with handguns) remains, but it eliminates delivery of a copy to the Department of Licensing and prohibits DoL from entering the information into a data base.\u00a0\u00a0While arguably a slight improvement in the bill, it is still an unacceptable violation of both the 2<sup>nd<\/sup>\u00a0Amendment and Article 1, Section 24.<!--more--><\/p>\n<p style=\"font-weight: 400;\">There are six days left on the legislative session, which by law must end by midnight next Thursday.\u00a0\u00a0Most of that time will be taken up with House and Senate floor sessions, taking up the bills that haven\u2019t had their final vote yet.\u00a0\u00a0Differences in bills as passed by both chambers, where they exist (bills amended in the second chamber) must be reconciled before a final vote may be taken.<\/p>\n<p style=\"font-weight: 400;\">For those of you who have been following the high school shooting in Parkland, Florida, and the mass, mainstream media-driven\u00a0\u00a0outrage that followed it, you might have questioned how the response could have been so well organized.\u00a0\u00a0The linked article below gives some background on that.\u00a0\u00a0Be prepared for similar performances (and that\u2019s what much of it is, an orchestrated performance) following future incidents.\u00a0\u00a0Their end goal is effective repeal of the Second Amendment through further restrictions on firearms.\u00a0\u00a0Of all types (look how they amended SB 6620 (above) from semi-auto rifles with \u201ctactical features\u201d to include ALL semi-auto rifles).\u00a0\u00a0.<\/p>\n<p style=\"font-weight: 400;\"><a href=\"http:\/\/thefederalist.com\/2018\/03\/01\/take-two-weeks-truth-emerge-parkland-students-astroturfing\/\">http:\/\/thefederalist.com\/2018\/03\/01\/take-two-weeks-truth-emerge-parkland-students-astroturfing\/<\/a><\/p>\n<p style=\"font-weight: 400;\">Read this the results of this survey by PoliceOne.com to see what 15,000 law enforcement professionals think of various gun control proposals.\u00a0\u00a0It\u2019s dated, but came out shortly after the 2012 Sandy Hook shooting, so it ties in with today\u2019s happenings.<\/p>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/www.policeone.com\/gun-legislation-law-enforcement\/articles\/6183787-PoliceOnes-Gun-Control-Survey-11-key-lessons-from-officers-perspectives\/\">https:\/\/www.policeone.com\/gun-legislation-law-enforcement\/articles\/6183787-PoliceOnes-Gun-Control-Survey-11-key-lessons-from-officers-perspectives\/<\/a><\/p>\n<p style=\"font-weight: 400;\">BILL STATUS\/GOAL POSITION:<\/p>\n<p style=\"font-weight: 400;\">HB 2363\u00a0\u00a0\u00a0\u00a0\u00a0Drone delivery of firearms to offenders\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Pellicciotti (D-30)\u00a0\u00a0S.
