HB 1592, by Rep. Klippert (R)8) waives the handgun delivery waiting period for active commissioned police officers as currently exists for CPL holders. Long overdue. HB 1900, by Rep. Griffey (R)35) authorizes issue of a special &#8220;NRA&#8221; license plate to help fund hunter education programs. HB 1933, by Rep. Rep. Walsh (R)19) waives the I-594 background check requirement for firearms transferred via a not-for-profit activity such a Friends of NRA or Ducks Unlimited.<br \/>\n(Note on HB 1900: The current listed position on HB 1900 is &#8220;neutral.&#8221; Not because I oppose funding hunter ed or have a problem with the NRA &#8211; I have been a life member of that organization for several decades &#8211; but that I believe we would be better served by a plate that recognizes the Second Amendment to the bill of Rights as broader and more inclusive. I would also add that we have two national gun rights organizations based right here in Washington &#8211; why single out just the NRA? Disclosure: I have worked for both SAF and CCRKBA, and I have been an NRA election volunteer coordinator and certified firearms safety instructor.)<br \/>\nCorrection: HB 1100 (renewal notice for CPL) now sits in House Appropriations awaiting a determination of fiscal impact and a committee vote.<br \/>\nPublic hearings were held on several bills last week. Of particular interest was the hearing in House Judiciary conducted on February 2nd. Historically, pro-gun individuals out number anti-gunners at these events. It appears the other side has noticed this and went out of their way to make a strong showing on Thursday. They wore orange and filled the room early, effectively hogging the camera coverage. We need to do better, gang. I was also told that there were a couple of buses, including one school bus, parked outside that may have carried these individuals to Olympia, also not a new tactic of the left. A similar incident occurred in Tallahassee, Florida, last week, when dozens of women wearing &#8220;Everytown for Gun Safety&#8221; orange t-shirts crammed a gun bill hearing. Funny thing, when the hearing ended, the women were seen turning their t-shirts over to a few League of Women Voters &#8220;volunteers.&#8221; &#8220;Everytown&#8221; is a Michael Bloomberg front group and LWV never met a gun control bill they did not support.<br \/>\nPublic hearings are scheduled next week on HB 1100 (CPL renewal notice) and HB 1731 (exceptions to I-594). Details below.<br \/>\nHB 1384 (Sexual force protection order) was amended in committee to allow for a rehearing to end or limit the court order. It passed out of committee on a 12-1 vote and moves to House Rules, the &#8220;holding pattern&#8221; for a full floor vote. The bill is still offensive in that it puts the burden of proof on the accused to show he\/she poses no threat.<br \/>\nSB 5260 (CPL renewal notice) passed out of Senate Law &amp; Justice and now awaits a call to the Senate floor out of Rules.<br \/>\nNote that just as which bills are heard by a committee is solely at the discretion of the committee chair, so is the decision to call a bill up for a committee vote. With two weeks left until the first (policy committee) cut-off, most bills have not been scheduled for a hearing. We may see a last-week rush, we may not.
