The second regular session of the 64th (biennial) Washington state
\nlegislature convenes Monday, January 11th for its short (60 day)
\nsession.Control of the legislature remains split, with Democrats
\ncontrolling the House of Representatives with 50 seats, while the
\nminority Republicans have 48.From a gun owner\u2019s perspective, this view
\nis skewed by the fact that a small handful of Democrats side solidly
\nwith gun owners on those issues.While we would have the votes necessary
\nto pass good or block bad bills, House Democrats still control
\nleadership positions in that chamber, and thus control which bills get
\nvotes.The Senate remains controlled by a Majority Coalition of 25
\nRepublicans and one Democrat.From a standpoint of stopping bad bills, we
\nshould be all right, but it will be difficult to move pro-gun
\nlegislation forward.<\/p>\n

Legislation 101.For those of you not familiar with how the legislative
\nprocess works, this page has links to several quick tutorials, including

2016 is a major election year.To a limited degree, that might influence
\nhow elected officials vote on controversial issues.They\u2019ll certainly be
\npaying more attention to public opinion than in non-election years.Your
\ncalls, e-mails and letters DO MATTER.It\u2019s called \u201cgrassroots lobbying.\u201d<\/p>\n

As this is the second year of the biennium, bills that were filed last
\nyear and not passed by the legislature remain available for
\nconsideration.34 firearm-related bills, good and bad, from 2015 are
\nstill in the hopper (see list below).In addition, four additional
\ngun-related bills were pre-filed before the session started (at the end
\nof the list below)<\/p>\n

At this point, three days before the start of the session, no public
\nhearings have been scheduled on any firearm-related bills.<\/p>\n

One of the first items of business in each session is the adoption of
\nthe session calendar, identifying dates by which bills must clear
\nvarious hurdles.A bill that fails to clear the policy committee or
\nchamber floor by the designated date is generally considered dead for
\nthe year, although they may be \u201cresurrected\u201d by parliamentary
\nprocedure.I\u2019ll post the cut-off dates for the 2014 session in the next
\nissue of GOAL Post.<\/p>\n

The Democrat caucus has extended its reach from urban and suburban areas
\nto rural areas.In these districts, the enthusiasm for gun control is
\ndiluted.If the Democrats expect to hold these rural districts in the
\nnext election, they will have to tread carefully on the gun issue.If you
\nlive in a rural or even suburban district with Democrat Representatives
\nor a Democrat Senator, it is important that you call their office and
\nexpress concern about your gun rights.Ask them to keep you informed of
\nany gun-related legislation.This lets them know that you are watching
\nthem on this issue.<\/p>\n
